New Delhi: Delhi Metro rang in the New Yearunder a new Managing Director after E Sreedharan hung up hisboots with the task cut out very clearly for his successorlike beginning work on the ambitious Phase-III and maintaningthe operation standards of the Metro.

Mangu Singh took over as the new Delhi Metro chiefyesterday from Sreedharan after he retired after 16-yearservice in the organisation.

Singh is the second Managing Director of the Delhi Metroafter Sreedharan, who joined the organisation in 1995 andconstructed over 190 km of network in the capital.

The first challenge before Singh, a veteran civilengineer who oversaw the construction of the high-speedAirport Express Metro in the capital, is to award over 20civil contracts of the Phase-III project that envisagesconnecting another 107 km of the capital with the Metro.

The phase-III project has been approved by the Centre ata cost of Rs 35,000 crore with 40 per cent of funding fromJapanese International Cooperation Agency (JICA), but actualwork is yet to start on most of the corridors in Phase-III.

Delhi Metro officials said the plan is to finalise andaward all the 20-odd contracts in the next four months so thatconstruction work on them start immedately after thecontractor is finalised.

Phase-III has a 2016 deadline and under Sreedharan, theDelhi Metro had the distinction of completing all projectswell before schedule.

The construction of the Phase-III project would providean opportunity to Singh, who was involved in Kolkata Metroproject, to prove his mettle both as an engineer andadministrator.

'Mission nursery admission' begins in Delhi tomorrow New Delhi, Jan 1 (PTI) With the nursery admission processin Delhi starting from tomorrow, parents are all set for thewinter scramble to secure a seat for their tiny tots inschools of their choice.

Keeping in mind the harrowing experience they had lastyear, many parents joined online to alert others on how theycould avoid unnecessary difficulties that often put hurdles intheir "mission admission".

"Expect long queues outside schools without any sittingarrangement and it may take from two to three hours in fewschools to get the forms. So ready for that. Don't take yourtiny tots along with you," advices Pramod Kumar in a messagedposted on www.admissionsnursery.com.

Kumar, who claims to have applied in 23 schools for hischild's admission last year, also suggests parents to read theforms carefully, fill them up and submit the same day toavoid multiple trips to the school.

"Going by my experience last year, I would suggest thatparents reach school early," says Asha in her message to theparents.

Maharam, another parent on the forum, has posted a formatof the affidavit required for applying in the first boy childcategory.

"There has been huge discussion on many such issues thatcan help parents to do their homework before plunging intothis battle for admission," says Sumit Vohra, the founder ofthe website.

"These discussions are not only making parents aware aboutthe intricacies of the admission process, but also making theentire process easier for them," he said.

As per the guidelines issued by Directorate of Educationof Delhi, the forms will be made available from January 2 to16, and the entire process of admission will have to becompleted by March 31. The schools will have to publish thefirst list of selected candidates by February 1 and secondlist by February 28.

The Comptroller and Auditor General has said that 90% of the country's income tax (I-T) arrears are owed by just a dozen individuals, led by Pune-based stud farm owner Hasan Ali Khan.

Government auditor CAG also noted in a report that these demands are 'unrealisable 100 per cent'.

Khan, with a tax arrear demand of Rs 50,345.73 crore is followed by Chandrika Tapuriah, wife of his associate Kashi Nath Tapuria, with an outstanding of Rs 20,540.83 crore, while late stock broker Harshad Mehta owes Rs 15,944.38 crore in arrears.

"The demand against individuals is highly skewed, with 12 individuals (4.3 per cent of the total cases) accounting for 90 per cent of the arrear demand. One individual Hasan Ali Khan accounts for 43 per cent of the total arrear demand... interestingly all of this demand is categorised as unrealisable," CAG said in the report tabled in Parliament. The government, in August this year, had also disclosed the names of the "top 10 individual defaulters" for Income Tax assessment year 2009-10.

Apart from Hasan Ali and Harshad Mehta, they included Kashinath Tapuriah (Rs 602.80cr), A D Narrotam (Rs 5,781.86cr), Hiten P Dalal (Rs 4,200.04cr), Jyoti H Mehta (Rs 1,739.57cr), Ashwin S Mehta (Rs 1,595.51cr), B C Dalal (1,535.89cr), S Ramaswamy (Rs 1,122.48cr) and Uday M Acharya (Rs 683.22 cr).




                                                                                                                                                                                                                                                                                                             



           
             














CAG slams PM-led body for failing in its objective : 



NEW DELHI: In its latest report on water pollution in rivers and lakes, the Comptroller and Auditor General has blamed the National River Conservation Authority, headed by the prime minister, for failing to effectively monitor projects.

The CAG report, tabled in Parliament on Friday, said the NRCA failed to hold any review meeting in the last eight years though it was suppose to conduct a six-monthly review of projects. Chief ministers are members of the high-level committee. However, the last meeting of NRCA was held on June 16, 2003, CAG said.

The report blamed the government for lack of financial planning and its failure to evaluate whether the money was effectively used. "Out of Rs 3,042 crore released to 20 states, 87% or Rs 2,660 crore was allocated to eight states - Andhra Pradesh, Delhi, Haryana, Maharashtra, Punjab, Tamil Nadu, UP and West Bengal," the report said.

The CAG was also critical of the Planning Commission and the environment and forests ministry in its findings. "Monitoring committee headed by member, environment and Planning Commission was to conduct quarterly review of progress of scientific and technical aspects of the programme as well as the impact of works on the river water quality. However, we observed that the last meeting of the committee was held in April 2002," the report said.

Even the standing committee headed by the Union environment minister was to review performance of projects on a quarterly basis. The fourth and last meeting of the committee was held in March 2003, the report said.

Of the 20 states in which rivers have been included under central projects, eight states - Bihar, Goa, Maharashtra, Odisha, Rajasthan, Sikkim, TN and Uttarakhand -- planned to address complete reduction of pollution, the report said.

The CAG found that only Bihar, Goa, Odisha and Punjab had conducted surveys to quantify pollution caused by sewage in the towns and cities situated on banks of rivers flowing through the state.

Review of performance of sewage treatment plants in selected cities revealed that the national Capital treated only 62% of sewage generated. The corresponding figure in Bangalore was 10%, Patna 29%, Kanpur 38% and Hyderabad 43%. In the case of Ahmedabad, it was observed that the city had enough capacity to treat the entire sewage being generated.

Often known as Bollywood's "bad boy," his knack of walking into trouble has overshadowed people's perception of him as an actor. He has been featured as the bad guy of the industry several times over. But many-a-common-man claims that this macho hunk has a heart made of pure gold.

Born on December 27, 1965 Salman Khan is the son of the legendary writer Salim Khan, who penned many super-hits in the yesteryear's likeSholay (1975), Deewaar (1975), and Don (1978). Salman started his acting carrier in 1988 by doing a supporting role in the movie Biwi Ho To Aisi (1988). The following year he had the leading role in the box office romantic hit Maine Pyar Kiya (1989). From there he became a heart throb of Indian cinema.

Following with other box office hits he showed his terrific performance in Saajan (1991),  Hum Aapke Hain Koun...!(1994)Andaz Apna Apna (1994), Karan Arjun (1995), Khamoshi: The Musical (1996), Kuch Kuch Hota Hai (1998). His transformations can be sensitive, vulnerable, funny, aggressive and charming as his role demands.

In 1998 he was arrested by the local police from the shooting location of the film Hum Saath-Saath Hain: We Stand United (1999), for killing protected wild animals and spent about a week behind the bars. The actor is facing trial in three cases of killing black bucks and Chinkaras and another of illegal possession of arms. In September 2002, Salman Khan had hit the headlines after he crashed his Land Cruiser near the American Express bakery in Bandra, killing one man and injuring others.

Being known for those roguish behaviors, he tried to balance his troubled life with his career. In 2003, he gave his emotionally charged performance as playing an obsessed lover in Tere Naam (2003) that translated into good reviews and a good run at the box office. He not only managed to revive his career, but also to restore the confidence of his producers and distributors alike.

His work was noticed internationally in the movie Phir Milenge (2004) where he played the role of an AIDS patient. It was well appreciated by the World Health Organization (WHO) for presenting the problems of AIDS patient in today's world.

In 2007, he launched Being Human - Salman Khan Foundation. This charitable organization aids the underprivileged in areas such as education and health-care.
